number of Steam launches & boats will beproceed for the purpose : But in addition to there, I would suggest that ableash theree SteamLaunches be provided for permanents Emploquent in peace time.
I would also strongly recommend some system of preparation for the Employment of a large number of steam launches - fitted with spar - Torpedoes - in the event of war.
